Depends on what kind of plants they are. If they're sea plants, like seaweed or something, then yeah, of course they wouldn't need water. If, on the other hand, Namor has a collection of land plants, he'd probably have to keep them in a glass bubble or something, most likely with a sprinkler system built into it.

I was weirded out about how green Namor is here, but I guess it's all Reed's fantasy, so the exaggeration is apparently part of it. Unless the meanwhile panel is actually Namor and Doom and not a continuation of the dream.
