Is there a plot-wise explanation for the cover character choices, or is this just a generic floating head cloud of Sirs and Ladies Not-Appearing-In-This-Comic?

I didn't even know Mystique and Ms Marvel HAD issues.

Well, there was the whole thing with Rogue, and considering how long it took Carol to forgive, her, I imagine she'd still have a bone to pick with the one who was giving her orders at the time of her memories getting ripped out. And if IIRC, Mystique also once impersonated Carol and killed Carol's then-boyfriend while wearing her face. Needless to say, there's no love lost.
