Eli Bard (who got the T/O virus from Bastion and the Magus) resurrected Warpath's tribe because he was the one who killed the majority of them in the first place. He's not bringing them back because he felt guilty, he brought them back to complete some ritual he messed up in ancient Rome which would elevate Selene's powers to Godhood.

Unfortunately Caliban and Thunderbird I were buried there as well. So when Bard brought the dead tribe to Selene, she noticed those two, found out that Caliban can sense dead mutants, and came up with the Necrosha plan.
