Plas later claims he and Steel like to hang out because they are both "lateral thinkers."

Batman chooses Plastic Man because while Ralph gets major points for being an investigator, he doesn't strategize the same Steel or Plastic Man would (both in rather unique ways). Plas normally strikes people as a shameless goofball, but his attention to detail, endurance and "flexibility" in combat are a big deal.

In the books, he's filling the role that Flash would on the Justice League cartoon, the basic heart of the team.
