Wait, wasn't B&B Speedy still just a kid? I had a idea similar like for The Batman, with the added bonus of Donna (PLEASE LET HER SHOW UP HERE) I guess they would have trouble bring in Kid Flash, though I do hope for Impulse to show up to team up with Bats (he did gave him his name)

Sadly they won't have Donna in the episode, and possibly not the show in general. From what I've read, there is a really harsh multi-media contract involving Wonder Woman from the Marston family that says that if she isn't the star of the show, she can't appear in it--her being in Justice League was a bit of a technicality. So if they can't show Wonder Woman, they really can't show Wonder Girl.

No, in fact, the Wondy mythos can't be used in guest appearances. The creators have said as much; it was also the case with all the previous animated shows in the last two decades.
