The problem with punishing any of them is that, in truth, there probably was only one of the girls who really did it. Most of them were just following herd mentality. Seriously, each of them probably thought they were doing nothing more than being nasty to someone they disliked -- something all of us do from time to time. There was one, and I guarantee you it'd take someone better than Sherlock Holmes or Hercule Poirot to ferret her out, who was behind it all.
And I don't really think that she truly believed it'd go this far.
But she (they) have learned.
