There already is, sort of, all the previous bearers of the Q-Bands, Eon's various Protectors of the Universe exist as constructs in the "White Room".

I wonder if that's similar to/the same as The White Hot Room where all the people who's had the Phoenix Force go.

No reason to think it is, the White Room is a sort of pocket dimension where Eon, an embodiment of time, kept memories of his/her/it's past protectors to honour them, of course, being a cosmic entity Eon's memories were a little more complete than most.

The White Hot Room seems to be a place where uber-psi's go, and Wendell was never a psi.
