Would you like me to explain just how she didn't use her powers of super-speed to change clothes back in issue #5, which directly led to both the pictures being taken and this scene? Because, I can.

Because she is a woman and therefore prone to errors in judgment that result in unanticipated nudity? You can't blame the writers, they just draw on what they know from real life.

I was actually going to cite my thesis on how sexism is baked into the physical laws of the DCU, which creates a kind of narrative drag on female characters, causing their stories to lag behind their male counterparts.

But, yeah, sure, we can blame the writers, that works.

Although, to be fair, if I was sporting Peej's chest, I'd be "accidentally" topless a hell of a lot more often than she is.
