I have to say, this turned out to be better than I expected, which is not saying much but this could be worse ala Countdown.

Because "Eradicator" and "zealot enforcer of Kryptonian xenophobia" just screams "diplomat" and "trust us"

Also Eradicator's reputation isn't *horrible* on Earth and he does kinda skirt around anti-kryptonian laws by being an artificial being, so there's that.

Well Kryptonians aren't allowed on Earth. (Except for Superman and Supergirl)

So that leaves very little options.

Well, last time I checked, DC doesn't have a world government so any country is free to rescind that declaration and extend diplomatic immunity to however many Kryptonians they like.

So they don't need to send the Eradicator, they could send an actual Kryptonian.

No, they cannot. The presence of an illegal Kryptonian is met with military force worldwide. This is why Nightwing and Flamebird had to wear fake power suits.
