The Avengers have party in normal clothes and Steve and Tony look slashy just by standing there. I must know what issue is this from.

What IS Steve wearing? A vest and upper arm sweatband? I know he lost in time but I thought that meant he bypassed the 1980's altogether

Tank top and yeah an armband. just a theory, but the artist probably just figured Cap probably has more clothes that are 'work out' apperal than actual casual wear.

Thing is, Cap is from a different time, where going to a party probably WOULD entail putting on a shirt and tie at least, rather than slobbing around in sweats.

My first thought was that it was a arm-bangle of some sort :)

Well, he seems to have a plaster over his left eyebrow, so bandage is likely.

On the other hand, maybe he's unsure of how to dress for this kind of party, and he's wearing bangles and eyeliner. Who knows?

Bandage is more sensible an explanation, but it appears to be the same colour as his top, which suggests either a career in food preparation, where blue bandages are common, or an potentially unhealthy obssession with co-ordinating accessories.

It's definitely a bandage--you can see it more clearly in other panels on the page this is from, plus several other smaller bandages. It's a post-battle party and he got a little beat up.
