This was the conclusion of a four-issue arc starring Facade, a villain with powered armor who killed off a few background characters for no good reason and whose identity was never revealed.
I guess that was supposed to set up another appearance later on, but that (contain your shock!) never happened, partly because the arc was very, very bad, and partly because it led directly into the Clone Saga (this issue ends with a teaser to the "Power and Responsibility" arc, where Ben returns), and by the time that was over everybody just wanted to forget that the entire decade had ever happened. But you've got to admit, you're agreeing with him about the outfit.
