Still, it's a metahuman prison. There ought to be something they can do to prevent people from just walking in and out. How was Piper the only one to break out (when the prison debuted), when Mirror Master can just come and go?

Well, that's the thing, most of the metas can't just walk in and out without outside help. Piper and Murmur were the only ones to escape on their own, iirc*. Mirror Master was an acknowledged problem, but he only broke certain individuals (the core Rogues, mostly) out, and only when it suited him. Most of the others had to sit tight until there was a full scale riot (like when Grodd ripped the prison apart) to escape.

*Meltdown 'escaped' at one point, but he was being transported at the time and doesn't really count

Much as I'd like to see Tim confront him, there's another non-Flash family superhero I can see visiting Digger-- Kara Zor-El. With all that's happened in New Krypton, I don't think Kara's had the time to mourn Owen properly. Their relationship (big brother/little sister with just the right amount of squick) was one of the things I liked about the early Supergirl comics.

But then Kara would also have to deal with the fact that Owen fed women and children to his BL Digger - and he wasn't under mind control to dot it. He just did. I mean when you go so far into the abyss that you even disgust the Rogues, then you know that's some screwed up stuff.

I think that's part of why Kara should visit him. Digger probably thinks of Owen as some sort of monster. It would be up to Kara, who probably knew him the best and was the only one in the hero community willing to give him a second chance, to show Digger the kind of person his son really was. And how circumstances (and bad writing) led to his fall from grace.

I honestly like the fact that Iron Heights is so corrupt compared to other prisons out there. A good parallel to the "second coming of Justice" aka the holy father Barry Allen (tell I'm still annoyed?). It makes a lot of sense and could lead too a decent arc in the future if done right. It's a lot like why I enjoy Star City being so damned Corrupt.

I wouldn't call Iron Heights "corrupt". The warden and guards aren't abusing their positions for personal gain, such as taking bribes or raping the inmates. "Excessive", maybe.

If you are declared dead erroneously (and turning up alive might be seen as the ultimate proof of that) you can still be charged with any outstanding crimes, and the murder of Jack Drake would definitely count.

Kurt Busiek dealt with this subject in an Astro City story, where the "Evil Twin Defence" is used in a court of law for the first time. It gets a murderer off, but it establishes a precedent where there is a "reasonable cause" addendum to it.

Marvel also played with the concept the She-Hulk series (Where she asks everyone in the courtroom who has been dead to raise their hand, and thanks to the events of the Infinity War, where half the life forms in the universe ceased to be, temporarily,... half the room raise their hands)

Don't think the DCU has been seen dealing with that.

It's entirely possible that they're not frozen, so much as transmuted into ice, or else there are two guards stuck in an ice-shelf somewhere, having had their mass transposed with a precisely equivalent mass of ice via a telportation method.
