He was also a terrible planner who never thought anything through and relied on everything to fall into place against logic. He also lacked imagination. One got the feeling he got the idea from a TV show or something. And let's not forget his utter inability to effectively lie.

All things that would tell me there's no congruence with Osborn. At least not until Osborn's been going a while and gets overconfident and lazy-minded. Which he eventually did, granted.
