He has, in Rogues' Revenge, where Johns did us the favour of putting a reasonable explanation to Piper's and Trickster's wayyyyyy-OOC behaviour in Countdown. Piper had a grand total of thirty seconds of HOLYSHIT!AWESOME, taking down all of the Rogues at once, including Inertia, before he was stabbed through the shoulder and alpha-dogged by Captain Cold, whereupon he slunk off to toss himself into Comic-Book Limbo. Where I, for one, am kinda hoping he'll stay, given the way DC's been treating homosexual men and reformed villains, lately. However, Johns has stated that he WILL be bringing Piper back in the near future.

...poor Piper.
