I think the overall point is that the whole THING is a tragedy, no matter who's viewpoint you look at it from. It's a tragedy from the kid's POV, because she gets hacked up and fed to the dogs. It's a tragedy from the dogs' POV, as we see here, because they're just innocent animals - THEY didn't know they were eating a little girl, they were just hungry dogs eating what they were given. It's a tragedy from Rorschach's POV, because the sheer horror of the situation causes him to snap. It's even a tragedy from the horrible scumbag kidnapper's POV, if one wanted to go that far, because he committed a terrible crime for what turned out to be nothing, and wound up being burned alive. No one benefitted, no one came out clean, neither the innocent nor the guilty survived, and a terror was unleashed upon the world. It's the sort of brutally pointless thing that WOULD wind up creating a Rorschach.
