Neron has gathered together just about every villain in the DCU, A-listers, B-listers right down to ZZ-listers, in a sort of demonic powerup sales pitch. The issue is told from the POV of James Jesse, the original Trickster, who has his doubts about Neron's real plan, and who makes for an interesting "voice".
To make a good first impression on the assembled throng he introduces the "High Council" of villains he has already made deals with... Abra Kadabra (Who James is honest enough to admit always slightly freaked out the other Flash Rogues), Luthor, Circe and Doctor Polaris who all comment on how impressive and powerful Neron is, and how he can make their evil dreams comes true and then...

It was a close run thing between this scene and the scene where we find out what the Joker traded his soul for, but I love the notion about how even other villains see the Joker, and it's the little caved-in skull with the domino mask and the crowbar swizzle stick that just raise the "Eeeeeewww!" factor to stratospheric levels.
