Rachel Pollack's run on Doom Patrol...I can't say the actual issue offhand, but 70 does sound right. Pollack started in the 60s, and Kate was added fairly early.

I recommend reading her whole run, but be warned: a) The art takes a real dive several issues into her run. b) Pollack's run is not to everyone's taste. There was an issue based around Dorothy Spinner's incipient puberty, for instance.

The basic gist of it is that Dorothy's powers (the ability to call up actual imaginary friends) are linked to her menstrual cycle, going wild when she's on her period.

Which, obviously, was fine before she started having one, but, eventually, she did, and.... Things are never, ever easy for poor Dorothy. Or those around her.
