Superfolk being able to vibrate through solid objects? Not a fan of that as a concept. AFAIK That was never really a part of superspeed so much as the molecular control that some Flash's have (Barry did, Wally did, Bart didn't IIRC) which is not linked to their ability to run fast.

The trouble with that being that Dr Light is completely correct in this instance, and it's Supergirl being an idiot. The Bizzaro has killed someone, and is a danger to normal folk, restraining her IS the proper course of action.
