I've never seen anyone treat Bizarro's like they needed to be taken before any sort of justice system before, and I don't see the need now.

But incidentally she's flying to Bizarrogirl's ship and taking her off planet. COnsidering how fast they show her moving apparently conversation wasn't something she felt she had time for. Bizarrogirl is superhuman after all, maybe she'd wake up.

Really this is an old trope that'll always be part of superhero comics and I don't think that this was a bad use of it.
