From TV Tropes' Flash character page:

Does anyone know the issue this can be found in? Sounds like something from the early-mid Impulse-era (so say, 1994-1998)

The art is AWFUL IMHO, Bart is supposed to look 15 or so, whoever this kid is, he looks under 10.

I feel like a huge nerd for remembering this off the top of my head, but that sounds like the one where Bart has a WWFD (what would Flash do) bracelet and fights a villian who is able to shrink things and store them in his pocket or something.
