Hulk 25 and 26.

Iron Man vs. the Red Hulk!

Flashback to the climactic end of Fall of the Hulks:

(Red Hulk was General Thaddeus "Thunderbolt" Ross, for those who were living in a cave)

The end mirrors the end of World War Hulk, with Hulk and Steve Rogers coming to see Rulk in prison:

The prison was designed by Bruce Banner. Rulk is left in a zero-gravity chamber for three days, screaming and yelling that he knows he's too powerful to be left to rot.

Steve demands Rulk power down to human form. Then he hits him with a hypo.

Bruce says that he already beat Rulk at his full power. He doesn't need an edge against Ross. They glare at each other.

Bruce explains that the Intelligencia activated a program called "Scorched Earth". Doomsday weapons to destroy the world if they couldn't rule it. Steve says that he doesn't trust Rulk and that he'll be partnering up til Ross earns his trust again.

Since the first mission is some sort of make-people-robot-monsters (much like Omac) virus in Silicon Valley, Rulk will be working with Iron Man. Rulk arrives first.

SMACK PAGE!

Smack, smack.

Tony then gets smacked by the computer virus possessed people.

Hulk 26. Half page scan.

Rulk manages to convince Tony that he was, indeed, sent by Steve Rogers.

For the record, except for a few intensely stupid issues, I actually enjoyed Fall of the Hulks.

Funny thing how Ross was always after Hulk, and now almost everyone dislikes Red Hulk even more.

'Sfunny how hard Marvel has worked on quasi-rehabbing Norman Osborn into 616's version of Lex Luthor or somethin'... while they decided Thunderbolt Ross was just a huge, angry douchebag.

Have to say, I have minimal knowledge of the Red Hulk, and even less interest, but I'm unimpressed by Steve and Tony's complete failure to communicate, Tony drops a call from Steve? Really? Doesn't matter it's the start of a mission, end of a mission, or when you're having the best sex of your life... when STEVE ROGERS calls you, YOU PICK UP!

I STILL WANNA KNOW what happens to Ross' mustache when he turns into the Red Hulk. Really. Does it just POOF away? Or is he wearing a snap on mustache? That's the real mystery.

Wait...we have a big blue Abomination who never seems to get anything done despite his young, hip attitude and general stance of goodness...and a big red virile Hulk who brags about being the best at everything and hates everyone and is a bitter old man inside...

Do I smell a complicated political metaphor?

I do not follow this book, but I have to say: I very much enjoyed what I saw here. And especially Tony doing what he does.

And after all, it's a grand Marvel tradition: heroes misunderstand each other, start fighting.

Oh, and Loeb: bite me. Bite us all. The writer whose job it is to ruin things needlessly.

So are Bruce and Hulk still disparate personalities? Because it looks like they're pretty interchangeable at this point. Is Bruce able to switch back and fork from human to Hulk-form without any personality dissonance?
