There are all too few stories that show Darkseid as genuinely DANGEROUS - in the wrong hands, he can come off as a bit of a joke, a beetle-browed power-mad caricature of fascism. It's stories like this that remind us who he really is - an evil god, leader of a planet of other evil gods, bent on the subjugation of the universe and the grinding of it beneath his heel. And while many other evil maniacs may ASPIRE to such things, he can actually do it. That's what makes him so effective as a villain - he is effectively the ultimate potential of evil incarnate.

They've gone back to the well of this story several times since with markedly less impact, but I recall reading it that first time and getting a chill upon realizing that Darkseid had just made himself three billion brainwashed Supermen as foot soldiers.

Yeah, that's a pretty scary thought, all right - especially since, if I recall correctly, this was back when Supes was a LOT more powerful than he is today. Maybe not as powerful as at the height of the SIlver Age, but pretty damn powerful.
