Right - it's the 'just in case' that gives her that extra bit of an edge. She's someone who believes in the value of being prepared, of having a backup plan - even if she doesn't wind up using it, at least it's THERE. She can't plan out her life in advance, but she can make sure that she has the tools that allow her to deal with the unexpected at hand when she needs them. This is an exceptionally useful character trait for a superhero to have, a profession, after all, which frequently demands that one always have a specific change of clothes handy, regardless of the circumstances.
