He was just an ad character - there were a bunch of recurring advertising-only superheroes in that era, like the Atom Bubble Boy (solves problems by flying with chewing gum) and Thom McAn (saves the day with his rocket-powered "Bazooka shoes").

I've been trying to remember who else has that power and it suddenly came to me;

While Volto is technically a pretty damn goofy character, I do kinda like his costume. It's very distinctive and Golden Age-y - the collar, the boots, the fin on top of his head; it's all good.
And damn, how the mighty have fallen! Imagine if we still had cereal mascots like this today, instead of a bunch of cartoon animals and leprechauns. It'd sure make the boxes more interesting. 'Eat Grape-Nuts - or Volto will KICK YOUR ASS!'
