To me if just comes across as a figure of speech which happens to include the words "forgive me" rather than any real sort of apology.

Maybe...but I'm more inclined to think this is a rare instance of him letting something human shine through. Like just before Bruce returned and he was concerned he wouldn't be allowed to be Robin any longer...or possibly no longer team with Dick. I think he's slowly learning that he really doesn't have to be the mindless monster that Talia wanted and that these other superheroes....maybe they're not SO bad.

Of course, I'm an optimist. He could just be a massive ass.

It is. Not graciously or anything, but that's definitely an almost-sorta-maybe apology!

I think it was more a figure of speech leading into his next line, rather than apologizing for being a jerk throughout the rest of the encounter. So no, not a real apology.

Of course, you could say the same line really sarcastically too, but I think he was trying to be serious.
