This reminds me of that tax guy in "Confessions of a Shopaholic". Except the only way they could even make him come close to a villain was by making him a dick. Brand here seems reluctant, but dedicated. He changes his tune immediately once his boss corrects him.

Yeah, agreed. Brand is perfectly reasonably and in the right here.

It's the "throwing myself off the roof to get his attention bit" and "I should have known you couldn't be a tax-evader" at the end which makes me think of him a dick.

If that were the case, you didn't think to ask anyone above you if anyone had ever thought about this situation before?

Well, there's also the factor that even if somebody is definitely in arrears, there have pretty much always been provisions to set them up with gradual payment plans rather than threaten them with arrest at an arbitrary deadline.

Plus, of course, Superman would be better off setting up a charitable nonprofit foundation in his name so that all that income would in fact be tax-exempt, as opposed to the severe limit on personal deductions for charitable giving. He could rapidly get to the point where he was doing as much or more good for the world with the Superman Foundation as through direct action.
