I do think that's what a lot of people mean when they say "he didn't tell her about Matches," though. It's not so much that he didn't tell her about or trust her with this one specific thing that would or wouldn't have had any specific repercussion, it's that he didn't tell her or trust her with anything, and that failure on his part to treat her like an actual Robin caused her reaction. Bruce's identity, all four of the main ones he uses, is something a Robin should know, and that Steph didn't is a clear indication of the way Bruce behaved toward and thought of her regardless of how it played into the gang war; it thus makes a good succinct shorthand for his general treatment of her, particularly since it's a fact no one can question given how prominently it played into the plot.
