Nifty! I always did wonder just what the Time Commander's deal was - all I've read of him is his appearance in 'Animal Man'. He looks like an interesting character.
Regarding what he did to Bats and GL - let me get this straight. He fixed it so that Bats would always be two days behind him and Hal would be two days ahead of him, but neither of them could be in the present where he was? But... couldn't they just fight his past and future selves?
