I was about to ask who the narrator is, until I saw that you didn't know either.
If they don't "believe" in victims, then I'm pretty sure I don't like them. They make a good point about not falling into helpless fatalism, but yeah, sometimes circumstances actually *are* outside (meaningful) control.
