While I agree the most likely reason that she wasn't playable in NSMB was due to lack of interest (As well as the weird nature of SMB2 in Japan but thats a different story). I feel like I should point out that it would be NSMB lower ploygon counts and simpler animation techniques would make it harder to properly portray her dress.
