According to wiki, it's an after effect of her meeting with the Sisterhood of Mutants, she has both telekinesis and telepathy, but has difficulty in using both at the same time as it splits her concentration too much.

The bulshitty back and forth about her powers is one of the many, many reasons I don't like the character (actually, "bullshitty back and forth" is a perfect way to sum up Psylocke), but I have to admit, I love that the Butterfly effect is back. It's such a great visual.
