I'd say "Regular prisons can't hold him" except that Arkham's not exactly known for doing such a great job either...

The thing is, even though Arkham is a laughing stock, its security is still much better than the average prison's. Arkham can't hold Batman's villains simply because they are supposed to be just that good.

Kinda like when a bunch of thugs make fun of Batroc because he gets his ass kicked by Captain America all the time, and he calmly proceeds to wipe the floor with them, pointing out that everybody get their ass kicked by Captain America.
