Yeah, it is Batman Inc. except with established Bat allies and non-new/non-obscure characters that Morrison likes.
Like I said a wasted opportunity (and building the "Network" would have been a far more fitting and sensible excuse for Cass to give up Batgirl duties to Steph while Cass uses the Wayne resources to do her own thing off-screen recruiting people and the like - instead the only excuse we get is Bruce told her to do it).
