Yes it does.

I mean, if you are a bunch of mad scientists who keeps getting beaten up by the heroes, it kind of makes sense to change approaches towards global domination. Why waste all that money on secret bases and doomsday weapons when you can start a hedge fund? It's not like evil minions in that business are hard to find.

That was pretty much the Headmen's M.O., even in those old '70s Defenders stories: Investment schemes, selling illegal tech to foreign governments, running their own Presidential candidate.... Steve Gerber was way ahead of the curve in realizing how real-world supervillains operate.
