That was pretty much the Headmen's M.O., even in those old '70s Defenders stories: Investment schemes, selling illegal tech to foreign governments, running their own Presidential candidate.... Steve Gerber was way ahead of the curve in realizing how real-world supervillains operate.

I never read any of their Defenders stories, it would be kind of interesting to see them back in action.
