I mean, like, massive or weirdly presented emotional overreaction for zany comic effect? Maybe it was an accident.

Rattrap was a sarcastic and sometimes self-serving, little bugger, and Cheetor had a tendency towards juvenile behaviour because he was a juvenile. I might be Waspinator you're thinking of, he tended to over-react as he got smashed into pieces for the umpteeth time, Wil E Coyote style... but he was the comic relief.

Maybe I just accepted them as part of the package and didn't notice them.
