He's got a piece of Asgardian hardware and he goes to Reed and Tony? Well, that was his first dumb move. Asgardian hardware is usually magical, so should have taken it to Dr Strange, or possibly even Dani Moonstar, for checking out.

Not to mention that, y'know, Thor should also have been available for him to consult around that time... I think he'd be the first person I'd turn to with questions about enchanted Asgardian weaponry belonging to someone he was merged with at one point.

Steve's playing a long game. If it's as inert an object as it looks, he's done the right thing. If Kevin figures out how to trigger it, Steve can take him in hand and get another Thor-level hero running around. Either way, he figures it'll work out. He says pretty much exactly as much to Sharon.
