I think you've nailed it. Everything seems very... disconnected. The figures have thick outlines and strong shading on their bodies, but they only occasional cast weak shadows themselves, and the backgrounds have next to zero shading. They look like a bunch of assembled cutouts, not people interacting in the same space.
