The first page of the issue:

This Glenmorgan guy is described by the cops as "Mr. Metropolis," very, very rich and powerful. The police arrive to rescue him from Superman.

With Lex Luthor's help, the authorities manage to lure Superman into a trap.

I don't think Clark's thinking like that--he's a young, radical idealist with powers beyond that of normal man. He's just naive enough to think that doing what he's doing can create permanent, long-lasting change. I'm sure the whole arc of the story will be Clark getting his ass handed back to him for it, and him learning how to better use his power.
