It's new to Children's Crusade; I don't think they've actually met that often in the past, though oddly enough they have a fairly civil history. Aside from their first meeting way back in Avengers #25, when Doom fakes a letter from Wanda and Pietro's "Latverian aunt" to capture the Avengers as F4-bait, the only two occasions I can think of are in Super-Villain Team-Up where Doom briefly allied with the Avengers (and then betrayed them) and Marvel Team-Up when Wanda, Spidey and Doom take on the Dark Rider together (no betrayal this time). So maybe it's not that odd that Wanda would consider him someone she could make a deal with.

But Heinberg is the first writer to take notice of how closely Wanda fits Doom's mommy issues established taste in women.
