Not just Penance, looks like some of the other Loners are involved in the tug of war as well.

I think that's also machine teen playing hoops with the Sentinel Kid and Bat Boy.

I wondered about Machine Teen, but I don't recall him having extending legs.

Maybe he got an upgrade. Those extending limbs are definitely mechanical.
