I definitely think it's something that becomes clearer in the context of the wider work vs. a limited number of scans, but when I read this issue I wanted to talk about it.

It's interesting to me that so many people have a problem with the story because it makes Steve look bad? Really, I think it's that history makes the myths well tell about it look bad, but while in some ways a Captain America comic is the perfect place to say that, in other ways, not so much. I'm not sure there's any easy answer, but I think it's... worth thinking about.
