...so wait, how would the Imperial Planets get spies into an Organian/Controller meeting? I mean, those guys are all minor cosmics. I don't think Durlan shapeshifting or a cloaking device is really going to cut it there.

It's NOT the mirror universe, nor Earth-3 (or even a combination of the two)...Spock specifically says so at one point - this universe didn't diverge from history as the Trek characters understood it until the Roman Empire failed to fall, whereas the Mirror Universe and Earth-3 were inverted from their good counterparts right from the start.

Nor is it entirely morally inverted - the Khunds and Klingons are identical to their main timeline counterparts, and the Borg/Tyrrazians are morally the same, although combining the two into a single race involves changing major aspects of them. The Organians and Controllers, it's harder to tell, but they don't seem to have changed at all.

This is a universe created when some sort of time travel incident combined the Trek universe, and the DCU into one, and altered the Roman empire's fate.

Mirror Spock. Setting up planets against each other is the logical way to prevent them from gaining enough power to take down the Terran Empire. It did take a Klingon Cardassian Alliance to defeat the weakened Empire he headed after all
