Flamebird has managed to make her way to the blood-stained back alleys of Gotham City trying to prove herself. she gets slashed up by some super-villain wielding a chainsaw hook-hand. And who should find her bleeding to death in an abandoned warehouse? Agent Chase, the woman who is on a single-minded mission to unmask Batwoman.

Well, if we're going to be rational about this -- then, no, there are laws protecting the rights of suspects to emergency medical care. Bette also would have a few Fifth Amendment rights (and maybe Eighth Amendment, come to think of it) that are being trampled.

"Detaining" a suspect doesn't extend to threatening, torturing, denying medical care, or questioning her under duress and/or without Mirandizing her. And no matter how many government agents saw her in action, she is still only a suspect until a court determines her innocence or guilt.

So, this is not conduct that the law and order folks should be engaging in.

On the other hand, it's a comic book. It doesn't really have to be rational or realistic... They violate the laws of physics all the damn time; why get hung up on the laws of, um, law. :)
