I haven't read the issue yet (I'm a month behind), but Solstice isn't just about the sun, but the moon as well. Maybe when NOWHERE kidnapped her they experimented and augmented her powers a bit?

That does make some sense--Lobdell likes writing seasonal like that, so it's definitely wintertime right now in TT.

Hmm. Could be. Although the implication of the issue seemed to be that NOWHERE had done something to her.

I'm not sure which interpretation the speed at which her transformation progresses supports - given the conversation she and Bart have during the escape, I'd guess that sequence to be 3 or 4 minutes long, during which time it completes, and given the unaltered portion of her body at the beginning, I'd say that makes the full transformation 10-15 minutes long - on the one hand, it doesn't seem like she was just put in the cell after being experimented on - the only guards seem to be the ones who were harassing Bart, for instance - so the speed that it happens suggests it's something that came from her, not them...on the other, if the power is supposed to match the seasons, or, at the very least, function as an analogy to them, I'd expect something more gradual.
