I'd hope the neighbor who wants to be Batgirl is Steph (or Cass, but Steph strikes me as the one who more likely would want to be Batgirl again), just so that she still exists somewhere, but, really, I'm still not reading it or any of the new DCU whether she is or not, so I guess it doesn't really matter (aside from hoping that people who do want to read it are happy).
