Not really, her bubbly personality seemed to be a reaction to how straightlaced and uptight she was as a doctor. This was shown once her backstory was revealled in both her own series and in the DCAU tie-ins.

And at the same time, that she was entirely capable of getting them on her own, it was just a lot less work to get them that way.

Harley, honestly, is the one thing that could be most dangerous to Batman--a brilliant mind hidden behind a bubbly personality and lack of focus that makes even him underestimate her. (This is why that one easter egg in Arkham City is so damn scary... if there's anything that'll focus her on one goal, it's THAT!)

I also thought her major handicap was that she always feels the need to subordinate herself to others. Remember in their very first meeting in "Harley & Ivy", Ivy is the one who botched the museum robbery, and Harley is the one who figured out a way to get them both past the guards. But after that point in the relationship, she essentially lets Ivy take the lead and doesn't do anything that could make her at all uncomfortable. And of course there was "Mad Love", where we see she's entirely capable of killing Batman if she didn't have the Joker weighing her down.

It's like she's an anti-Robin: while Bruce is generally proud of his protege's successes and growing independence, Harley is stuck with a succession of partners who dominate her and reduce her to less than her true potential.

Like that episode were she captures Batman and holds him over a tank of piranhas, and then Bruce tells an angry Joker that she came closer to killing him than the Joker ever did.

That was badass.
