Well, Caitlin Fairchild from Gen13 and Rose Wilson are both confirmed, and POSSIBLY Superboy, though in his case he's probably just going to be in the first issue. The indication that other than Rose and Caitlin the other characters might be original ones, makes me a bit more hopeful that certain characters haven't been drawn into this book, Batman Inc. or no.

Julian nicked the name from Ms Frost's original team, so he was hardly brimming with originality himself.
