If memory serves, before DCnu, the DEO did rank metahumans by their potential threat levels, from "alpha-level" threats like Superman and Green Lantern, who could wipe out humanity on a whim, to "nuisance-level" threats who make up the vast bulk (something like 95%) of metahumans, with powers like being able to change skintones and patterns like a chameleon, and (I specifically remember this one) "that little old lady in Arizona who keeps winning Powerball jackpots"; i.e., the ones who pose no real threat at all, except maybe to casino owners.
