Dick and Tim had been brothers in every way that actually matters for years before the adoption. As noted before, the entire Batfamily only have two biologically related members, but are very a family.

And Tim being adopted by Bruce really did nothing for either character that wasn't already there, except without the interesting twist of Jack actually being on the scene, as the nominal father, who just was never very good at it.
